Micrsoft requires that some means of recovering the operating system be included with every Windows PC. One cheap way is to include a 'recovery partition'. That can restore the PC to its original state, as shipped form the factory. (Warning: all data and programs that weren't part of the factory install will be lost.) This is a hidden partition on the hard drive. You may be able to invoke that by pressing the F11 hotkey while the machine is starting up. On my HP/Compaq laptop, purchased a bit less than two years ago (with Vista), there was a utility to burn DVDs that served the same purpose.
The main advantage to those was that they could be used with a new, blank hard drive. I believe that they also restored the PC as it was configured when the disks were created, so there was no need to get rid of any crapware (time limited versions, etc., that HP is paid to install) again. HP probably will also provide recovery disks for a small charge. I suggest that you contact them directly.
